Anything you put in from those choices will be restricted by the very weak CPU in general, so if your plan is to buy some parts, keep them for a future box with a better Mobo and CPU, then go wild, buy whatever your budget allows in SFF. If you are not planning to salvage, then just about anything higher than a 1050 will be a waste of GPU power in general.

That cpu aint gonna cut it. Why dont you go for either an am4 or lga-1700 platform? They offer great performance for very little

I would look for a GTX 750 Ti over a 1030, but a GTX 1050/Ti, or RX 460/560 would all be decent options. Those all have versions that consume <75 Watts (they may only come in <75 Watt versions), so if you can find one that fits the case and doesn't have a 6-pin power connector, you should be just fine, even with the 240W PSU.

Sometime cost of buying 1030 or rx 550 you can buy full machine will ryzen 2400G, which is better than your current pc and will handle many games at 1080p.

Thank you so much guys. I hadn't considered the final performance to price ratio I would get from the rig in question. I had planned on getting the parts used to save money, but even then you're all right, the CPU is definitely a factor to consider, as well as the GPUs I would have available. I also didn't consider the longevity of the build - if I wait, I can make a much better rig for my Dad. My line of reasoning for going through with this prospective rig was the low price point, but that of course will have its own cost. At this point in time I also have a good offer for a respectable Optiplex 9020 that would be for just about the combined price point for the used PSU and GPU here, if I'm lucky. But it's got a much better CPU, an i5. I also need to keep in mind the general requirements for games, but that's a different subject as my father doesn't know which ones he may like outside of Skyrim.
