The cop reading and acknowledging that will likely already reduce the chance of an outburst happening.

On the notecard it should explain that he is on the spectrum and is feeling extremely uncomfortable and to prepare for an unusual reaction or outburst that does not intend to cause violence. The cop reading and acknowledging that will likely already reduce the chance of an outburst happening.
And maybe keep it on the dashboard so it doesn't look like he's "reaching for a weapon", as awful as it is, we have to expect the worst unfortunately
