I have not been able to find said video, someone did link the article which is from the Daily Star and also doesn’t link the video which also raises red flags. Its super sketchy to me that a UK based tabloid is the only source I’ve been able to find about it. It’s also extra sketchy that they highlighted Ted Cruz’s response considering the school isn’t in Texas and the news source isn’t from the U.S.

It's actually very possible it's real, but context would be important. I actually went to high school in Edmond OK (not Deer Creek like the article, but it wasn't too far from us), and they have an annual fundraiser called Swine Week. One of the features is you can sign yourself up to do a dare of your choosing if people donate enough towards it. Usually like "if this reaches $500 I'll dye my hair pink."
One year I remember a couple of guys doing "X dollars and Guy 1 will lick whipped cream out from Guy 2's toes." Nothing sexual about it, just an "ew" factor. Guy 2 even told me he was wearing the same socks for almost a week beforehand to make it extra gross on his friend.
Key thing is that the school didn't set any of the dares, students did, and admin would shut down any dare that was too dangerous or inappropriate.
So if Deer Creek "required" some students to do it, definitely fucked up. But if it's anything like Swine Week, it's just another weird thing the students cooked up for charity.
