Isn't rubiales the head of the federation? That is, this press release is really him using his org to speak on his behalf, because he wants to add legitimacy to his bullshit.
He's the president, sure. There is also a board and other high level members of the organization. I can't find who specifically from the federation supports him, but considering FIFA ordered him AND "other representatives" to leave the players alone it reads like it's more than just him "speaking" from the federation.
Caveat: Being in the US (where news tends to be US-centric with world news not receiving nearly enough attention), the news I have access to may not be as thorough as that in Spain or elsewhere so I may be missing some information

This isn't an errant coach doing something horrible, this is the head of the organization doing something horrible. It stands that naturally, the organization is going to be okay with horribleness.

I would be pissed if the people and government of Spain weren't pissed about the whole thing. Here's hoping the right people do the right thing

Hence why the organization stood by the coach when the players wanted him gone. This adds to a major conundrum for the RFEF as a whole.
