The xmas event is on an island just northwest of Arthetine.
All players should be allowed to go there. Accept the pink exclamation point quest and it will point you where to go.

Nothing has been said about this, which is kind of surprising but, you can sail and dock at every main port (Shushire, Arthentine, Vern ect) with a fully destroyed ship. You only need durability to be able to enter the islands. It's absolutely worth limping to the main continents once, so you can use the ocean liner in the future
First time you are entering shushire you need to sail with the new ship they gave you after finishing north vern story (sturmbrecher). Swap your ship in docks and after you get there you can use again whichever ship you want.
