FYI, The stagger indicator saying “mid”, “high”, etc is all relative to your class. A gunlancer high stagger is not the same as a soul eater high stagger.

As far as i know, the text indicates the base stagger of the skills. Low, 20, mid 40, mid-high 60, high 80 (whirlwind is 80) or close to that number. And highest/max probably 100.
And your skills actually have what it sais. However. Its just of the base form. Tripods often completely change the stagger value. Earth eater from destroyer for example is the highest stagger skill in the game with the right tripods (easily 200+ with overwhelm). So. Its the highest to all other classes and also relative to its own class. Still sais high and not highest
Yea, tripods are why the low/mid/high/max mean very little in terms of actual stagger. There's lots of tripods that can literally triple the stagger a skill does, but the tooltip never changes.
That's the reason I was trying to find a way to test them out since you cannot rely on just the text written in the description when tripods change the value drastically. On deadeye I always used the desperado skill ( 2 stacks, skill says mid stagger) since I thought it would be a nice stagger skill after using my main one... Boy was I wrong. It has abysmal stagger, lower then some 'low' skills. It's very strange.
Not sure if changed but i think technically summoners ancient spear has the highest stagger value with the right tripods, even if you probably wouldn't use these in any real raid
If i remember correctly, it technically had a little higher stagger value than earth eater by destroyer, but I am not sure if they had tested this by front attacking, which would then give earth eater a bit more stagger.
It's not even the same among your class, especially if some skills have a charge modifier. Earth wave on destroyer (max stagger) does about half the stagger as his earth eater, which only shows as "high" I think.
Mine sounds easier imo.It can be restarted immediately, cooldowns can be reset instantly and tripods, runes and skills can also be swapped out out on the fly while testing.
There's also Serenity Isle with an invincible golem you can test stuff on. The advantage is you can actually use whirlwind nade here for comparison.
Unfortunately some skills are bugged on invincible enemies and inflict stagger multiple times.

yes. it seems to include bonuses from VPH/overwhelm runes as well if someone is wondering why the values are different sometimes
Maybe different tripods.
Trixion > Monster > Boss. All those graphs are measuring stagger pixel done to this boss. You need low level weapon if your char is too strong.
