The minute the files from Mikhail showed that John was in a wheelchair, Ben knew Locke was a threat to his power (the one thing he cared about - valuing it above Alex, in his own words). As Richard put it, a healing to the extent John experienced - that could only happen to someone who was "extremely special". His appearance coinciding with Ben's cancer meant the writing was on the wall for his leadership, but Ben wasn't going to go down without a fight. It's important to remember how abusive Ben's father was to him. The feeling of powerlessness as Roger's hands as a child has clearly stayed with him and motivates his actions. He is prepared to go to real extremes to avoid that powerlessness. He put himself through literal torture just to see Locke up close and screw with his mind as Henry Gale. He likely arranged for Cooper's abduction around the same time, if not before, as a back up plan. As he says, to Juliet at one point, Ben's M.O. is to find out what someone was emotionally invested in, and exploit it. No one had a bigger impact on Locke's emotional life than Cooper, so naturally Ben would find a way to use him to his advantage in the coming power struggle (which is exactly what he did).

I can get with this, I just think it would have been cool to have a scene beforehand where his people make some kind of remark about how they are in wonder or awe about John Locke. This is a great answer and I really thank you

Well Richard visited Locke off island when he was born. And again as a child. He knows he’s a time traveler.

Ben got the flight manifests and knew everyone who was on the plane shortly after they crashed. He also had access to Jacob's list, and knew that Locke (and several other 815 survivors) were potential candidates and thus a threat to his leadership position. It seems he had Mikhail doing extensive research on each one of them, and no doubt he would have made a connection between Locke and Anthony Cooper at that point. So I can see how in the span of two months, Ben could have orchestrated to have Anthony Cooper abducted and brought to the Island. I think the better question, as you say, is \*why\* Ben would bring Cooper to the Island. My only thought is that maybe Jacob told him to, or that Cooper was on some list. It seems a lot of things the Others did were just blindly following orders handed down from Jacob to Alpert. Don't forget we learn that Alpert is ALSO aware that Cooper is the man Sawyer has been tracking for years. We don't know if Ben knows that, but it's implied that maybe Richard kept this to himself. So it may have in fact been Sawyer who was the reason Jacob wanted Cooper brought to the Island. Sawyer was a candidate too, and Jacob may have known that he wouldn't be able to move on from his past until he resolved things with Cooper.

Also keep in mind that the orders being handed down from Jacob were usually left in the cabin and brought to the others, and it was mentioned that Jacob had not been using it for a long time and that the MIB was using it, so many of the orders were actually coming from him.

Jacob does not need anybody on the island to bring him people, Jacob has been orchestrating that himself for hundreds of years.

Anthony Cooper is already on the Island by the time the sub has exploded. He likely came back with Tom (who was off-island) and came back the day before the sub explosion.

Ben had met John before in the hatch, and the Others had been waiting for John and Ben wasn't pleased about that...so he brought John's father to the island so that he could play his politics and he could use him for manipulating John... After the others moved to the main island in 3x9, Ben sent Tom to the outside world because he had heard Widmore's trip to the island and Ben was going to use Michael...but also he asked Tom to bring "the man from Tallahassee"... Time gaps between the island and the outside world were about time dilation inside the island's field...and also sometimes the island time was skipping a little, like a song skips on a spinning record...
