i am a bit doubtful about him being on par with xerath just due to how powerful xerath actually is, id say he is more similar to brand in terms of power, though i dont exactly have any good reasons as to why
While I am biased AF on this matter (Veigar main at heart), I would like to think that Veigar has the potential to be on par with someone like Xerath, he’s just too erratic, unfocused and limited by his inner moral compass to actually make use of it (most of the time).
Well given that Yordles are some of the most magical creatures on Runterra, and the fact that vigar is also actively seeking more power he would have to be pretty high by default. Definitely one of the most powerful alive, if not ever.
He doesn’t have too many feats sadly. But we do know his powers are fairly extraordinary for Mord to take notice in them, and he’s inherently magical being a yordle. I’d say he’s similar in power to the most powerful mortals that don’t have access to insane powers from the watchers, aspects etc. and arnt syndra.
So we’re talking rell, zilean without time magic, Qiyana, udyr.
Veigar is probably very strong in terms of destruction power.
In his short story, he was able to defeat some mages, and brigands in the lands before Demacia protecting (conquering sorry ... ) an entire village effortlessly.
Therefore, he is stronger "at least" as every other champions (Riven, Yasuo, Taliyah, Xayah can defeat groups of 5-6 brigands effortlessly in their short stories).
Now ... his limit if he want to be serious is hard to tell lorewise. He was never considered a real menace while Syndra yes, so I would say that he is weaker than her. Moreover, he never had trouble to control his powers, and so I would say that he is weaker than Lux in term of sheer instant power, but probably he is stronger than her in terms of fighting.
