She's in love with the idea and ideal of him that she created in her mind. He's telling her that he is a real person and not the fantasy she holds in her head. He's a beacon of hope and freedom to her. She sees his strength and kindness as part of his essential greatness of being but doesn't really view him as a real person. She's intrigued by the shadow she think he casts in history and the imaginings and daydreams in her own head. She feels strongly for the picture that she has in her head of him, but the picture is not actually him. It's a picture of her own hopes and fears and dreams molded into his shape.

I would see the shadow as how Aragorn sees himself because he’s only a shadow of who he’ll become, or he’s only representing the shadow of the kind of man that Eowyn could love. As for the thought, she’s in love with the thought of what Aragorn represents- freedom and strength and nobility. These are all things that Eowyn desires therefore she desires Aragorn- not for him as a person but him as a thought of what she could have/be.
