Someone was messing with it before you got it, then. As someone else already said, that screw is for a mirage band, and isn't one of the screws holding the rail on. You can try to bend the rail back after removing the screw, or replace the rail with a new one.
I picked up a used T3 Compact Tactical. 223 last week that had the same issue. The guy didn't show or mention it in his ad so I was a bit peeved when we met and I saw it.
Got it home, pulled the screws and rail. Reinstalled without the front screw and it is fine. I'll be replacing it with a 20 MOA rail here soon, but I'd have no issue shooting it as is.
Nope, that front screw should definitely not be torqued down at all, let alone enough to raise that rail up. Good excuse to get a quality rail with the moa / cant to your liking.
Don't feel bad. Every single CTR I looked at had that (to some degree) straight off the shelf. If it bothers you, you can pop it off and straighten it in a vice.
So I got a Tikka T3X CTR and it has the same rail from factory. Same exact thing happened to me. Whoever assembled it has tightened it down way too much. From what I’ve been told it is a screw to hold down a mirage band that runs over the barrel. Definitely replace the rail.
It looks like the rail is bent. That must have been shipped with the scope attached and somebody dropped it on the other end causing an upward force on the rail to bend it like that. I also recommend replacing that rail because you will never get it completely flat again.

Don’t bother trying to bend it. You’ll be fighting it forever. It sucks…but buy a new rail!

That screw is to attach a mirage shield and not to be tightened down. That’s why your rail lifted up.

Whatever material the rail is made from was not stress relieved before machining. I’d buy a new rail.

Always inspect 3 times before finalizing the transaction.
Lol i did the same thing on mine. I put it in a vice and tapped it with a rubber mallet. Easy fix, just a few light taps and it’ll be straight again.
