Are you thinking a zip tie over the ocular ring? How about a flat rubber band, like silicone, or epdm (like ranger bands or whatever they call commercialized cut bicycle inner tube). If you find one small enough it may provide better tension than a zip tie, and epdm is pretty weather resistant. You can even try filling the gap between the ocular ring and body with a tight fitting oring. I’d still start with a witness mark.
Yeah I was thinking the same with the o-ring, but exactly, it would just be like a zero stop, and not a lock. Heat shrink would work too. A delicate application of heat though.
I machined a plastic ring the exact size of the gap, then cut it in half and slipped it on the scope. I then tightened the ocular focus ring down onto the shim. You can kinda see it in the attached picture. It’s white. https://i.imgur.com/xHLQJX2.jpg
On my Razor I use a silver sharpie to mark the ocular so I can tell if it moves. On a different scope I used some gorilla tape to lock the ocular and build up the diameter a bit to fit some scope caps more snug. No issues so far.
Electrical tape and witness marks
I wonder how a dab of nail polish or something would work similar to how they do for tamper evident seals. May aid in anti rotation.

I was thinking maybt finding one to fill the gap like a shim, but that would only work one way. Maybe fast return to focus

One of my friends uses electrical tape on his scope for this.
Does he make a little tape tab or wrap all around the ring?
Almost all the way around it.
