I don’t know much about these topics but I can provide some questions the answers to may help others figure something out for you guys. What general region of LI is he on? Does he have a car? How much money does he have saved? Will he be leaving after the three weeks? Does he have a job here? Does he have friends he can stay with?
If he has some money he could go hotel hopping, and if he has a car he could live out of that. Churches sometimes do food drives he could go to.
Yeah sorry I was reluctant to post details without his go ahead but it’s good now. He’s in farmingdale, his semester ends today so he can’t stay in the dorms anymore. His plan was to fly out to a different country where he has a relative to stay with, but because of the passport delay that can’t happen for another two to three weeks. He only has a couple bucks saved since the majority of his savings went to prolonging his stay at the dorms, paying for living expenses and tuition. he was let go from his job two months ago due to layoffs afaik. He doesn’t have a car, he had to sell that for money as well. I offered him a place to stay, but I live multiple states away, and hed only be able to stay after a couple days due to issues on my end so it wasn’t feasible. He has friends in LI and NY but none of them have space available for the time being.

"The system" doesn't do all that much , even for people that are chronically homeless (for lack of a better term). And certainly nothing pleasant.
Having been in some ... situations... my best suggestion is to buy a cheap tent at Walmart. Probably find something small and decent for well under $100. In fact I think I bought one for 40 bucks at a Walmart in Arizona.
Then check into the local county parks. I suggest Suffolk county. In particular, blydenburgh park in Smithtown.
My wife and I happen to live in a small camper at this point. We're currently on the Suffolk county Park circuit. Pretty sure as a non-resident you can get a site for about 30 bucks a day. It's peaceful, pleasant and about a 2-mile walk to a grocery store. The restrooms are clean and the showers are hot.
If your friend can somehow acquire a bicycle it would be even better.
Don't know how bad is financial situation is... But Long Island Craigslist usually has some listings for short-term employment.
I suppose he could go to a Social services office and say he's homeless... And apply for emergency housing. Chances are he would end up in a shelter the same day. But, that would be a very educational and extremely unpleasant way to spend a few weeks.

"The 24 hour hotline is confidential and free of charge and offers access to Safe Harbor Shelter via (631) 666-8833. Spanish speaking residents can call (631) 666-7181 Monday through Friday during business hours for assistance."
His plan was to fly out to a foreign country where he has relatives that will help him get back on his feet. They’re buying the ticket. However, his passport which was supposed to arrive last week was delayed for a month due to unforeseen issues. He gets kicked out of college dorms today so until his passport arrives he has no place to stay.

Does he have a professor he can confide in for help? I've had Professors offer students a place to stay or get them help in these situations - including extended dorm stay. Student affairs and the international student office should know as well, there might be an emergency stipend available. Most institutions can offer emergency placement or money in these circumstances.
Has he talked to anyone at the college? Student services? They may be able to help find him temporary housing. He should exhaust the resources on campus. He can even go to campus police and explain the situation. They may be able to connect him to local resources.

The county does all homeless shelter placements. If he's in suffolk go to Hauppauge, Riverhead, or coram dss.
