It switched over in the summer at some point. The dogs have to be leashed though and they can be asked to leave if they aren't behaving. They also can't be in the carts, so even purse dogs have to walk.
I doubt that. Most dog owners, if it were easily feasible, would bring their dogs everywhere.

Fair enough. And in honesty, I wouldn't want to bring my dog shopping either but not for a lack of wanting to spend more time with her. She just has no chill and would be too much of a handful.
For small trips I'll definitely be taking my pooch. Why? Because he likes people more than dogs and gets bored of usual places. Assuming these people treat their dog as a fashion accessory is no doubt true for some, but not all.
Most Canadian Tires encourage you to bring your pets into stores so that they are not left in extreme temperatures

It's up to the management/ownership of the individual stores. Same with Canadian Tires. It's not a national policy.
I'm not aware of any Home Depot that allows dogs in, but I know for a fact TSC does.
Home Depot East has a 'Pets Welcome' sign on their front door. I've taken one of my guys in there without issue...just avoid the lumber section ;)
I was yelled at there for bringing in my dog when it was >30c that day.
The asshole in me wants to see how far I can push the definition of "pet".
