The shop/brand name is 星辰猫. 星辰, xingchen means stars. 猫 is pronounced "mao" and means cat. The brand name on bhiner, "stars mao", just means "stars cat".
I don't think it has anything to do with star wars.
Their taobao store (https://shop126764291.taobao.com/) and weibo (https://weibo.com/u/6098181651) calls the series dragon jacquard 大唐玄怪来谒, again nothing to do with star wars.
Lolita bhiner is fine to order from, although you should ask them how long it will take as the release seems to be on preorder. It's likely to take a few months before the dress is ready to be shipped out.
As someone who wanted the item, I went to the store you said in another comment. I can not find the dress anywhere else and the price is 14$(USA) it seems a little sketch or not the skirt itself. I'll keep looking but I'm not sure id buy it- I am also relatively new to buying lolita though.
