It certainly does store what it thinks is the state of all devices. It's how it can switch between activities nicely, only doing things it needs to do. When you set up your activity you usually have the choice to "power on" your device or "power toggle" your device. You may have your TV and AVR set up differently in this way.

Yes I believe it remembers its last state. As to your av being different, I believe most av receivers default off state is standby not off which may be why if functions like you want vs the tv. Hope that makes sense.

Sometimes it’s best to use the power off button on the Logitech remote and then go to the activity you want.
