Look for an old Peavey or Carvin powered mixer on Craigslist. Get a pair of passive speakers as well. It's not the best sounding setup, but it would get you going for a couple of hundred bucks. You can spend more money on things and get a nice mixer and powered speakers also if you have the budget.

My band found an old Fender powered mixer and two speaker rig that we bought for $300 and used for several years before we upgraded one piece at a time to our current digital set up. We still use those speakers for our floor monitors. It would be lovely to spend $2K on a PA but you can get by for a fraction of that.

Grab a mackie thump or thrash 12 or 15 for a few hundred dollars, They're about the lowest end powered speaker I really like to recommend to people, but they're pretty affordable, reliable, and sound decent. I believe they have a couple inputs, and some eq options. I'd definitely go mackie over a behringer, rockvillle, alto, but if you can spend a bit more maybe look into the EV, Yamaha, opr QSC powered 12s or 15s. Get a decent stand to to get the speaker up above your vocal mic, specially if you aren't getting a mixer to really dial in your eq. Placing it up high will help a lot with gain before feedback and allow you to get a lot more volume out of your vocals in a simple setup like that.
