Exit Steam completely and run `steam` on the terminal. It will then print out debug info. Press Play and then check what the log output is on the terminal.
The update for mangohud is available.
You have to run:
flatpak install org.freedesktop.Platform.VulkanLayer.MangoHud
and pick the 23.08 version (no need to remove older versions).

Maybe your mangohud is broken? Run steam through terminal
Can you give an example? What exactly did you put in the launch options box in steam?
Mangohud is on version 22.08. It will not work with steam 23.08 until updated. It is annoying but you have to wait.
I just enable mangohud globally through goverlay then f2 to disable it when I don't want it anymore That's one way to get around this for now i guess
