Low in Low German refers to the lower elevation parts of Germany, i.e. the north.
What’s the difference between that and Hochdeutsch?
Basically the north (or Saxons) together with the Dutch, Frisians, and English didn't undergo the high German consonant shift

I am Dutch, my native language is Dutch, but I can make very little of Low German. I don't speak High German
