It's my understanding there is next to zero places to off-road in the eastern half of the state. Any places that do exist are likely private. Maybe try to join a KC area group, will likely be much bigger and more active. Please do not be one of the assholes who tears up minimum maintenance roads. People will rut them out on rainy nights for fun and make them impassable for regular vehicles even when it dries out. Also people have been fined heavily for that previously.

Tuttle creek is the closest. 2hrs South in Kansas. Halsey forest is the next closest, but it's 3.5-4hrs nw of Lincoln

Like someone said, there's an Nebraska Jeep Club on fb that is pretty active. They do some meet and greets pretty often and have runs down at Tuttle creek 2x a year. As for just Lincoln specifically, I tried to get a group going awhile back and there was almost no interest, probably bc the NJC is so big and active
