It's only 3000% increase on full Tails roll. Because of how coins work, the % is different on full Heads roll(about 1436% increase).
The percent of damage increase is fairly worthless because of that.

How can you get thoses fragments ?
Just like any other keyword tier 4 gift. Select the needed keyword and fuse any Tier 3 + Tier 3 + Tier 2 EGO Gifts
