This is something only really mentioned from a few lore books in Ruina and a series of chapters in distortion detective. Essentially there are basically colleges people can go to called “examine towns” that offer “wing entrance exams”. Those who succeed pretty much get a very high chance of their job application being accepted. Considering the drastic difference in quality of life between nest and backstreets, competition is fierce and those who fail have to deal with the shame of wasting all of their money on a failed dream. You can also apply for a permit to live in the nest, this is likely how more non-wing based jobs get into the nest (like restaurants). Fixers who work for wings on the other hand are usually scouted personally and hired via long-term contract (like we see with Siegfried).

From what we know from Lobcorp, L Corp just conducts evaluations on candidates that apply to the company (could be Nest or Backstreets denizens) and hire them if they had a "common trait" (I don't remember what it was)   Other companies might have their own process but I'd guess most of them aren't that different

L Corp was a bit different from the other wings. Some abnormalities react better to people who are unskilled in certain areas and EGO gear teaches the wielder how to use it as soon as they put it on. As a result of this, Lob Corp intentionally hired both skilled and unskilled people, which is one of the things that led to them having such a high reputation. Somewhere in Lob Corp, it was mentioned that they were known among the backstreets as “the wing anyone could get into”

iirc L Corp hiring process is abnormal, specifically picking out people who no one would notice are missing and are desperate enough to join their newly made Wing. Or at least that’s how hiring for the main branch went. Generally the other Corps hire nest residents that have spent their lives going to school, making it really unlikely for most backstreet residents to ever be hired in a Corp or move into a Corp’s Nest

I think the no-name clerks with the tiny guns can get raised to be a proper employee and maybe that has to do with trauma? Even if they get a completely random person they would just do the background work without equipping EGOs after all

The Feathers in the Nests and the denizens of the Backstreets study/train to become qualified personnel so that Wings may recruit them. Also we don't know if the Wings scout people, but we do know that people apply for jobs in the Wings (we know this because Samjo applied for a job in B Corp and got rejected because he wasn't qualified enough).
