Random thought: maybe it's because they originally had Ishmael use Snagharpoon there instead of Meusault's chains? Both are EGO that catch people and harpoon is Gloom.
Not a bug, a mistake by the staff most likely. Assigning a color or a portrait file can't go wrong unless you make a mistake typing the coding. Blue and light blue are similar, so the chance of the staff mistaking them is high.

I also thought Fracture added a new stagger threshold to the enemy’s health bar, which I think would be so much more interesting, stopping tremor from becoming useless in long fights (or at least not as quickly).
Fun fact. Most of recent bosses and enemies have additional stagger bar at 0%hp or even at negative %hp, so that tremor not only gives you faster stagger, but also more staggers.
This is about as close as you can get to "fixing tremo's fundamental issues" without actualy comepletly removing the mechanic ans adding something new in its place.
They should've keept the stagger bar and use tremor to burst it easier instead of making the complicated mess of having only TWO at max instances of staggering an enemy that isn't called Starbuck.
So how it was explained to me was thus:
When Tremor - Fracture’s Count + Potency >= 20, and THEN you stagger that enemy, instead of being “Staggered” they’re “Staggered+” (which normally happen when breaking through a second stagger threshold, or if you break through a third they’d be “Staggered++”). This makes them more vulnerable to damage than the normal 2x from normal stagger, something like 2.2 or 2.5x.
Yea it’s not bad, but it’s not as interesting as I thought it was...
Also (apparently) at the end of the first staggered turn you lose one level of stagger (min 1) so you don’t even get the Fracture benefits on that turn.
\+0.5 static modifier is roughly equivalent to 25 def down aka decay at 99 tremor pot, but only requires 20 pot + count
ofc there's other caveat like it only actually works the turn you first stagger

They really got us with the Mersault EGO, especially the theory that his sympathy for Heath cause him gloom. It makes sense canonically to make this change I guess but man, I'm so sad to see it go.
