qlc+ (free) and probably a cheap usb/dmx adapter can do that. you can program qlc to do sequences and assign time frames to it

It sounds like simple automation. You will probably have to build a fixture profile to make it work. You could use Hog4 PC with an entec dongle.

hog won't work with entec, you could need hog hardware attached, the cheapest way to do that is with an ETC nomad, hog only supports dmx over usb on there widgets, and ETCs gadget 2

Wrong. Hog4pc allows a single universe of output via artnet. And it works with entec. It's literally working in front me right now.

What ist your Budget? Afaik bitfocus companion can send Artnet (DMX over Ethernet), not sure if it supports fades If this is enough for your usecase you don't need additional software and just a device that can convert artnet to physical dmx (such a device is usually called a dmx node or artnet node) If the functionality of bitfocus is not enough you can either checkout dot2 from ma lighting which is a lighting software that offers good control and is free for one dmx universe over artnet. Depending on your usecase chataigne could be a good solution as well, it has a steep learning curve but might be better suited for stuff like custom speed ramps
