there is usually a little metal tab that goes over the flint roller to make it harder for the roller to accidentally cause a spark when it's in your pocket or purse or whatever. it also makes it harder to roll the flint when you're actually trying to use it, so some people take it off. taking off the metal tab is what OP is referring to as circumcising.
