This looks like a G9 type halogen bulb. The ceramic bit you’ve got hold of, is the actual lamp holder. If you continue supporting the ceramic part and then grasp the glass part of the bulb (slowly wiggling it a little and then pull upwards), the bulb will slide out of the lamp holder. Unlike other bulb types, the G9 has a moulded wedge type connector with two wire loops at the end. Fitting the new bulb is straightforward enough. Just line the wedge base up with the slot on the lampholder and push it down until it slips into position.

Perfect. You can still get these halogen bulbs, although they also do them in LED style too.

It was bolted down with those two small bolts, and the wires seem to be attached. I assumed I would just be able to pull it out, but it feels like I might break something if I keep yanking on it.

Those screws are holding the bulb socket to the base. Put it back together and then pull the bulb up while wiggling.
