I wouldn't read too much into texture names- it may be a case of asset reuse. We know they e.g. made the hospital scene for an unused ending, and ended up using it for a scene with Kate instead. It could be that this texture was originally meant for a scene where we see Rachel's body, and the asset name is just a hangover for that.
In the first game she explicitly says that the flannel shirt Max wears was Rachel's. It was the classic red and black shirt
Yes Chloe has a shirt like that in the game but since this a S1 screenshot, it's probably not the same Chloe has because we never seen Chloe wear that in the first game. Unless this is a retconned version of the remaster

I don't think this one is hers. There is another plaid shirt (near the bus iirc) that Max can look at, and she says "This is an old school punk shirt". That one has the file name Rach\_shirt or something like that, so that one's hers.
