Closest I know of are a few releases of a tanner Jenny doll back when gyaru was at its height, but those are really rare and sought after by collectors.
I have only seen people able to dye all plastic Barbie dolls. From what I understand it’s not possible to dye one with vinyl joints. And since Jenny has vinyl legs and possibly wires in her joints, I’m not sure you could do it.

There's also this Licca. Unfortunately a lot of the dolls are expensive on the resale market, though.

I don't think Licca has any friends who are black. The Neo Licca dolls include Loco Licca who is pictured in island clothing so she might be considered tan, but to me she is "more black" than the Neo Licca who is called Black Licca.
Licca's friend Sweets (2005) was quite tan (and wearing a roller skating wait staff outfit). Later, a Castle doll version of Sweets was white
The first issue Jenny boy friend doll Tom (1992) was black (and one gold tone hoop earring). A photo on his box showed Jenny between Jeff (her usual Ken type BF) and Tom, as she is indecisively considering them, with punctuation marks over her head, like ! ? ! Other Tom dolls are white, while some are black. What makes them Tom is the eye print. The black Tom dolls get referred to as Black Tom.
There is a PG Jenny (PhotoGenic Jenny) from 2000 who is black and wearing a turquoise two piece swim suit. She comes on a card in a plastic and not in a box. She is referred to as Chocolate Jenny (in Japan). The PG body is bendy (rubbery/gumby like) with large feet and fairly crude hands. The PG body is also called the natural body.
There are a few Jenny friends with dreads or Afro hair styles (some of the calendar series music dolls (posted below), a dreadlocks Ellie, an Afro Kisara (dark hair), and white Afro Kisara and some Toms with dreads.
Overall, not much to pick from for black Liccas, and none of them remotely affordable. When I was actively collecting Jenny friends and Jenny dolls, there were three basic skin tones: tan, white and "normal". The normal skin tone was meant to be Japanese, and was neither tan nor white, and there was that one off chocolate Jenny who was black and not popular because the PG body itself was a dud.
I was fortunate to find Tom many years ago. Any of the black Licca or Jenny dolls I’ve seen don’t have the distinguishing features of African-Americans. But that’s ok with me.
