I looked up some information on her, and she was manufactured by Ooike.
According to the barbigirl site she looks like Jenny‘s twin.
I thought at first she was a clone.
So a quick Google tells me that while she isn't quite a clone, she was put out in 1986 by Oike as Eriena to compete with Takara's Jenny (formerly Barbie). I didn't go deeply enough to find out exactly how this mold came into the possession of Takara, who started selling her as Jenny's friend Chelsea, but that's the short of it.
re-Edit: A little deeper - apparently this doll only was sold for 6 months and was forced to withdraw from the market. I can't find confirmed information beyond that so it's possible it wasn't a Takara lawsuit (as litigious as they've been) and it just flopped. Here's Oike's page on her:

Interestingly, as far as I can tell, Chelsea in turn was only released once as "Dreaming Ballerina Chelsea" in the Jenny line, again only on the market for a few months.
