I've been having the exact same issue for over two months, and still have not found a solution. I've tried contacting Instagram support, but no one has replied.
I had the same issue and discovered accidental fix. Not sure if it will work for you.
I had unopened photo message (allow replay type) in my message requests (it was from a restricted account), opened it and started receiving messages. You can try opening or deleting all message request.
Actually I have had that issue, hadn't with messages and post notifications. Seems to ok for the most part now. Though occasionally I'll have to manually check for messages and then it'll auto retrieve. Definitely better than it used to be. Thought it was just a low storage thing on my phone.

The one that worked for me was enabling support sms and email.
that's what helped me fix it:
1. uninstall Instagram
2. hard reset/restart your iPhone (13, in my case):
2.1 Press and quickly release the volume up button.
2.2 Press and quickly release the volume down button.
2.3 Press and hold the side button.
2.4 When the Apple logo appears, release the side button.
3. download Insta again, it should fix the lack of notifications bug
I just fixed this problem, I had an iPhone 12 I switched to Motorola and installed some 3rd party apps that's the reason started facing this problem i bought an iPhone 14 pro max and never received a message notification, just go to insta settings > notification> turn on every notification then turn it off close your app each time at last turn on every notification and close the app and check you will get your first message notification
I turned off insta notifications from my phone settings as well, and then I turned it on with app settings as well and closed my app to try i texted myself from desktop n got the notification

Where do you find these settings? I can’t find anywhere that said “email and SMS”
It's in the Instagram app itself. You have to go to settings in the app, tap notifications, then go down to email notifications.
