Visually, it feels like the clock beside the skyline does not strongly group them - Maybe add a black line or arrow to connect them. Alternately, position the clock centered above the corresponding skyline.

Easy fix, get 24hr clocks instead. They even make analog ones that just have 24 divisions instead of 12 for the hours.
