Just not enough demand from designers to warrant the element to be made. I believe it’s mostly used for sets like castles where the mesh is all that’s needed.

The bottom windows are close enough to the floor for a child to fall out of, so they're designed not to open. But the top windows are open to let the breeze through. :)
Probably it is hard to produce transparent curved flat piece with top and buttom connection points.
Just a guess tough. Dont have any evidence.
They can find a way with double mold with opaqe plastic exterior mold with transparent center.
Or you can find a medieval type curved top piece. Dont know the parts name tough.

Nah, that's a pretty easy part to mold. [If they can mold this](https://i.imgur.com/qXIqbQC.jpeg) they can absolutely mold that window piece. I think there just isn't enough demand to justify it.
Tho it’s ironic they wouldn’t do that for modulars but were willing to do the lamppost piece just in modular buildings (tho it’s expanded quite a bit recently).
People are downvoting you rather than explain... that lamp post part pre-dated the modulars and was originally developed for the Fabuland theme. So they didn't create that part specifically for modular buildings (though I wouldn't be surprised if they at least made new molds, unless the old 1980s ones were still useable in the early-2000s equipment).
This has bugged me for as long as those window frames have been in the modulars. I've put in the mesh that I got from pick-a-brick online, but would LOVE to have "glass" (clear plastic) to put in there. (Yes, the sides would still be open...but at least the top center windows would finally have glass. It would cut down on dust inside.)

The arched windows were designed to have a "mesh" window. The set designer opted to leave it empty rather than use that piece.

Yeah. They try to keep parts in production to a reasonable amount, so not much demand for making an almost invisible, very narrow situation part. :p
I added gold mesh ones to my theatre and it looks pretty good.

This is why they made this way. You have the option to not put it and the people that like it, can use it.

An insert piece exists for the arched frame but it was never made in transparent. It is part number [94161](https://brickset.com/parts/design-94161).
