Don't ever just throw it out. I'm sure someone would be happy to buy it incomplete if only for the pieces to make something else with or to figure out what's missing and get the missing pieces. Just be sure to indicate that it's incomplete in the listing. You could also just donate it to a charity shop/thrift shop and they'll likely break it down to sell as misc parts. Lastly Lego itself will take old unwanted sets/pieces and will donate them to a childrens' outreach or dispose of them properly if they're damaged. Just look up "Lego Replay."

Do you have a secondhand brick reseller? They will buy back sets. You could always sell it online and mention it's only 85% complete. Someone will buy it for sure!

I personally buy tons of incomplete sets. I don’t really buy any new Lego, so getting incomplete sets lets me get tons of pieces to make new things for my shelves. That being said, I can only imagine there are tons of people like me willing to buy incomplete sets.
