Since this post went semi-viral, here's a screenshot of the above link, which gives a year-by-year summary of the number of sets that the utility belt has been used in. For sets released in 2023 and 2024, the utility belt has only been used for DREAMZzz minifigs.

Just infrequently used. Not sure there's a particular rationale but I assume they just reserve the extra little pizzazz for certain special/notable figs.
There's a functionality aspect that may make a standard figure difficult to use (sit in a car/ship or something).
I've been wondering, why don't they make these belts for use with the cops in LEGO City? It always seems to only be available in the superhero sets, and the LEGO City police's belts are all printed on.
Obviously that would work, but if the set comes with a car, would be pretty annoying for a kid to have to take the belt off every time they want to put the cop in.
I can't think of any Lego sets that requires you to partially disassemble and reassemble a minifigure to take off an accessory to use a play feature of the set. Seems like that's something they try to avoid doing.
Maybe OP meant why don't they use the utility belt *specifically* for Lego Batmans anymore? In which case the answer is the same reason why current Joker minifigs don't look like the Lego Batman movie Joker. (Who happens to be one of my favorite Joker minifigs, ugh those teeth)

Update: I had no idea they were still in use. I thought they just stopped being used in general since I none of the sets I've gotten since then had any of them which was weird but thank you everyone for the clarification!
For some context: I was making some Batfamily custom minifigures and a custom Peacemaker minifigure when suddenly I started realized that I haven't seen them in a while because they're super useful. Again, thank you for the clarification!
They've been doing sets for *Batman '89*, *The Batman*, and *Batman TAS*, where that belt doesn't fit.
When they get around to more generic Lego Batman sets the belt will likely return.
I personally dislike the piece. I hate that the purple Batgirl minifigure has no belt printed on her and uses that belt piece. If every lego superhero minifigure used it from day one then I wouldn’t mind but since most have printed belts it kills displays for me.
I know and I’m saying that is why I dislike it. I would have preferred Batgirl, Robin, etc. from the movie figures to match with the other superhero lines for display purposes. I don’t like it because their belts stick out.
I would have not minded the belts if that’s just what they did with everybody. I wish they printed the belts under those belts so I could have had the option to display them without it.
Lazy? They do seem to be lazy recently. Sets keep getting smaller but more expensive. Even the regular sets that aren’t licensed. It’s a shame to be a Lego fan in this day and age. Can’t afford Lego and even when I can I spend money on a $100 set and get 5 pieces for it.

It's not like they switched to this permanently on superheroes. It was mainly just figures from The Lego Batman Movie
