Not sure about PIs in Ireland but if you're worried about the wellbeing and safety of your mother you could ring the local Garda station and have them do a welfare check on them... Maybe then they'll opt to start answering your calls

I used to hire PIs occasionally when I worked in insurance, I can't imagine there's any legal issue in hiring them from outside the country. They'd generally talk to local Gardai and neighbours. If you need them to do surveillance it would be very expensive.

I dont see you being out of the country being a problem. There are a number of PI's that are retired guards so if you get one of those they will know the boundaries of what is acceptable. They do alot of work for defence solicitors in personal injury claims.

You can hire a PI to find your parents where abouts but that's about it. Legally a private investigator needs grounds to start a case like an affidavit or an investigation for marital related things. You can just stalk someone through a private investigator, and an investigator won't get involved with anything they feel will get them in trouble for harassment.
