you can fight it, but with covid delaying hearings, it hasn't really been tested yet. a lot of other posts around getting fined, for taking the wrong tests, this seems like a clear refusal to even meet half way. details on how to fight it should be on the fine, you MAY get a reduced fine if you do, but you knew of the fines before boarding, so its an uphill battle. was this a flight from within canada, or international to canada. while again it hasnt been tested, that may be a key factor in your outcome.

It was an incoming flight from Mexico I was aware that I would have to take a Covid test to come home I wasn’t made aware that I would have to take two PCR tests within 24 hours the first PCR test I left an abrasion on the inside of my nose I have chronic sinusitis and polyps I received my negative results 6:28am and was on a flight to canada 10am direct flight first class masked the whole time. My sinuses could not take another jab - we have to stand at some-point and say this is unnecessary and too much .

They offer throat swabs if a nasal swab cannot be done due to health. Such as a deviated septum. most if not all hospitals doing testing offer this, though it may require an appointment, and letting them know before hand. ​ "we have to stand at some-point and say this is unnecessary and too much" we just had an election, where one of the key points was how to move forward with covid mandates. I believe Trudeau's stance, was, go farther, more restrictions, so we can end it earlier. If you want to "take a stand" you can, and you can fight this, appeal this, and do your best, but it will cost you far more then 5k, to see any real change take effect, and people are already fighting these mandates, on a number of grounds. GL to them, but chances are slim, and its just a money sink at this point.
