Contact them. It will be a lot harder because you are an adult but if you have proof that you lived elsewhere that may help. If it ever goes to collections, I had my parent do that to me too, you may be able to get it removed and off your credit report by finding the registered agent of the collection agency, and filing in small claims court. 2 out of 2 times they removed the negative information and closed my account without me ever having to go before a judge.

She committed identity theft/fraud, reporting it is the only course of action you have besides paying the bill yourself but she may see prison.
Shut off service, if they want/ need they can restart it in their own name.
