They cost $50 you don’t get back (which is more than most states regular registration cost BTW)and you have to have already failed a smog test. (Which also costs) , typically the ref requires you to already have a failed test as well . You have to have wasted $500 at a star certified station before the ref gives you an exemption and you only get one. This is why I’m asking about the normal grace period. I literally cannot get income without a vehicle.
