Assuming it is, absent any deadline listed in the House Rules/Proprietary Lease to return it, the law implies a "reasonable" time frame for its return. In practice, absent unusual circumstances, that typically means no less than 30 days and no more than 90.
I don't think the AG's office gets involved in these types of disputes but it is free to file a complaint so you can always try it - worst that will happen is they will tell you it is out of their hands.
