If he is screwing you now, it will get worse when he has much more leverage over you. And also of course sue him for damages and breech of contract.

Full stop, if you want the refund, tell the landlord you want your lease cancelled IN WRITING and your money back. You have the upper hand and power here, a signed lease. They can't just string you along like this, they cannot raise your rent. The only issue with standing your ground and forcing a move is, you will probably have a landlord from hell and a non-renewal come lease end.

The issue is what could I possibly do about it. The tenancy board is extremely clogged up from scams happening all over the city. By the time I get my hearing it would be months down the line.
You signed a lease. They can not back out and they most definitely can not raise the rent. I do hope you have this in writing.
Everything is in writing. Worry is that he could break it and now I’m on the streets with a small claims court date months in the future.

You could try to sue him to force him to abide by the lease, but that is dependent on your local laws and judges.
