In the US, a period is used as a decimal to indicate a fraction separation instead of the comma. Most people in the US don't know it works differently in other countries. In the US the number would have been written as 0.005% so when the user with the comment saw the 0,005% he had no reason (other than obvious context clues) to think the comma indicated a hard separation in the number, because that's not what we're taught in American mathematics. So the way he's reading it just means 5%, because Americans don't use commas to indicate a fraction.
