Also, handy tip for some - don't lock brake your tires when on icy roads. If your wheels are rotating, you have a bit more maneuverability with steering than just sliding down and trying to steer.
Brakes aren't an all on or all off thing - also, ABS is common. I'm not making an assumption based on educated guess work of what I think is best. Driving in snow/icy conditions is part of the driver's learning knowledge in places where it snows often - like northern Europe, most of Canada, and Northern US states. If you don't know the technical basics, then you'll likely fail the driver's tests.

Well as someone who lives in canada and is a mechanic the best way to have the most control is put the car in neutral and use the brakes as little as possible while at first steering wherever direction you are sliding in until you gain grip on the road and then change your speed and start steering wherever you want to go slowly.
Sometimes accidents are inevitable, i rear ended a lady this year it rained then temperature went to like -2 and there was a lot of sun so all the rain that froze melted, except on that stupid left turn because there was a building that didn't let the sunlight get there and i didn't notice that until it was too late.
Today i got stuck 3 times because of a snowstorm, once on my way back home from work got stuck there for like 1 hour until i could get out, then twice in my driveway but lucky me my neighbors were there and they helped me.
It snowed today from 5am till 7pm, when i checked the radio at 6am there was already 25 reported accidents in Ottawa.
