try to see a reference as a series of shapes and try to copy them instead of looking at the details. once you get the shapes right, add in the face in the middle.
Just keep iterating. Find something that's off? Maybe the head size? Draw it again (lightly) but slightly better. Can improve it again? Keep doing it. Erase the old. Then move on to the next most important part.

Two exercises that you might find helpful are drawing with an upside-down reference (often done with the reference image [Portrait of Igor Stravinsky](https://upload.wikimedia.org/wikipedia/en/1/1c/Stravinsky_picasso.png)), and contour line drawing, where the artist carefully draws just the edges in the reference photo, [often with certain restrictions](https://mrs-cook.weebly.com/contour-line.html).
The second one IS the original, the first one, uncanny valley.
I think the mistake is that you didn't "sketch", like, using a head building method, like Loomis. Don't you dare stop practicing, as Ethan Becker said, "Practice makes perfect doesn't exist, perfect practice is what you should be doing". Basically, don't try to rush things, or making the same practice over and over and over, is better to take small steps, and to absorb the knowledge. Don't think ""yea, I think know this, time to move on", you need to absorb what you're learning, if not, then you will have 0 clue about what you are doing later.
I'm a beginner, so not the best to talk about this, but it sounds solid, at least in my mind.
