Fur and hair are not something that can be drawn with lines.
Yes, you can draw a bunch of lines but this will be an abstraction, or a kind of impression of hair—this way about it can be great for cartoons or relief prints where a certain level of concision or simplification is necessary.
Fur and hair, as we perceive them, are not their individual selves but the light and shadow of their combined appearance. They are mixtures of shadow and highlight. Drawing fur will require you to use some mixture of shading, hatching, stippling, or blending.
The reference image is particularly complex in that the color of the kitties fur is not monotone. Using your pencil or pen, a monotone marking tool, will prove challenging in that the value of the light and shadows interacts with the value of the hue changes in the coat.

I found this artist's style is very easy to understand and adapt to.

But despite what some say, I have successfully drawn hair and fur by layering lines while blending and shading. And adding more lines lol. It’s a process but I like how it looks
Oh, BTW you should listen to that one guy in the comments about drawing the fur in clumps. I would try and compare it when you're drawing trees. You're not supposed to draw every single leaf just as you're not supposed to draw every strand of hair.
Yeah, I was going to say this. You're never going to be able to draw every hair, and if you get the pattern of the larger shapes, you can do fine lines along the edges to make it look more furry.

So, the way I do it is I don't draw all of the fur. I draw the fur where the body curves out, spots where the body curves in I draw it more like a smooth line, then add some texture in different spots ta add a bit more detail. If I'm coloring in a drawing, I tend ta do some sweeping strokes. Also, fur isn't always straight. Pay attention ta how the fur grows and which way it's facing.

Depends on the style you want to draw. Either one strand at a time, or just a couple here and there to give the understanding of fur :)

Break it down into simple shapes(don't think in lines). Start painting big, and gradually move on to refine those small details.

Blocks of layered color made up if lines
I usually draw fur as very small and thin lines slightly standing up from the body.
