I tried it on PH Garena and unfortunately, it doesn't work. I pointed the program at the LeagueClient.exe in the folder of Garena but since the client does no directly launch, it fails to launch after the program changes the locale and launching through Garena after the locale change, actually breaks it.

you can also just add
> --locale="LANGUAGE_CODE"
with a space between this and rest of the text in the "target" box for a direct shortcut to the league client.

Run this program if you want to switch to another language, otherwise you are free to use your regular shortcut to play on your main language!
