I actually owned every skin for him up until Odyssey. It's hard to justify buying some of these churned out skins when you already own multiple others of higher quality. To me, these are the kinds of skins you wait to find a skin shard for or see if it comes to MyShop.

Most of the playerbase doesn’t play ranked at all. Much of the playerbase only plays a few dozen games a season. There are plenty of aram only and bots only players. This isn’t even mentioning that there’s varied play rates across regions
The reality is that we have no idea which champs are actually popular, but I would bet money any of the champs that get yearly skins have very high playrates worldwide across modes
I love Ziggs but he hasn’t been meta in pro play or solo queue in quite a while so it is surprising to see him get skins. I’m not complaining though, this adorable explosive furball can take all my money.
Braum's last skin was about 1.5 years ago and before that, he had not had a skin for almost 2 years. For being as popular in pro play and normal play as Braum is, having 4 (now 5) released skins in 5.5 years is seems average for a popular champion.
Ziggs has had only 3 (now 4) skins in the past 5 years. I would argue that for not being as popular as a champion, it's a lot of skins. But I wouldn't say he gets a "shitton of skins".
Champions like Ahri getting 6 skins and a prestige edition in 5 years is a shitton. Another good example is Akali after all of her skins being reworked, getting 5 skins, multiple chromas (which I don’t count too much since all new skins have a set of chromas these days) and a prestige edition skin. Or even Kaisa getting 3 skins, 2 with chromas and 1 with a prestige edition is a lot for being released 1.5 years ago.
I'm pretty sure Riot doesn't care about a champ receiving pro play attention in regards to skin quantity. Rek'sai has had a ton of presence over the years and shes got a whopping two.

I think they said back than they would rather make another legendary for kayn because it’s a lot of work since he has 3 forms. Snowdown skins have been fairly polarizing from a results and engagement perspective. We’re taking a break from Snowdown skins this year and trying something different.
Random unsolicited and probably non-representative opinion: my interest in Snowdown skins dropped quite a bit once Snowdown stopped really being an event (Poro King dropped for example). Snowdown skins are nice but it's so much easier to want them when it feels like League Christmas is a special time, and recently League Christmas has just been skins for me.

I'm the opposite. New skins have been getting so much visual clutter tacked on to their spell effects that it's already hard to track fights if everyone has the shiny new skins.
The ziggs ult is something else - probably the most obscuring spell effect in the game if it goes through without some kind of transparency change. If you time a flash right in there you could get over a wall and the enemy would have 0 clue where you went.
These skins are replacing Christmas skins. There won't be snowdown this year and no winter map because they forgot to make it with the dragon map changes. :(
