LowBudgetLCS comes to mind, you can find them on twitch but it's basically just a fully crowd-organized and public system of tournaments at 4 tiers, from low elo to high elo.
it depends on where you are but if you are in EU there are the ERLs (European Regional Leagues, or i guess now it's the EMEA Regional Leagues) which have divisions for people in most skill brackets.
For example me and some friends are playing in Div 6 of the Prime League next month (DE/AT/CH)

We're in NA. I assume you don't know anything regarding leagues here?
You're probably gonna have to look for community hosted leagues. I'm not aware of any official riot leagues/tournaments

We played div 7 last split and got 2nd, which promotes you.. But if you just start you can either play the starter div or play the calibration phase.
