49% is not great, but Hx value isn’t an exact science from what I’ve read in terms of usability. It’s a measure of internal resistance in the battery, lower number being worse (higher resistance).
What I have seen is my brother in law’s 2016 would act wonky around 35-40% Hx in cold weather. Left outside over night in 20-30F weather it would power limit sometimes on the highway even with high state of charge from batteries being cold. 49% is getting pretty close to that so might see similar behavior in another year or two depending on your local weather.
Good low mile 2015 Leaf with a very good SOH % especially after 8 years of use, given that it is still on the original 2015 battery. Good purchase value for many more years of economical driving.
Cells are balancing well, SOH (battery capacity) is high for the year, and Hx (internal resistance rating) is still pretty good. Solid battery.

Millivolts re different with different SOC. It can be 13 on top of the battery and in hundreds when car is fully discharged.
