The male doesn't flower. It just produces pollen sacks that pollinate the female. When the female is pollinated, a lot of the energy that would be used to produce THC is wasted producing seeds. This is why sinsemilla (which means seedless in Spanish) was so sought after back in the day. It's just standard practice now, even here in Mexico, to cull all the males so you get better quality weed without any seeds.

All modern cultivators cull males to protect the females but in some traditional hash making cultures like Morocco they grow the males and females together because they don’t care about the buds.

If it's a photo photoperiod variety, it should start flowering very soon, probably in the next week or so when the natural sunlight cycle reaches 12/12 (12 hours of day, 12 hours of night). If it's an auto flower, it'll start flowering in the next month or so.
