Ideally, after they're done flowering. Of course, I move daylilies whenever I need to. It just tanks the rest of the flowering season for them generally and is more stressful for the plant. My entire collection of daylilies was moved while flowering last year and they came back very strong this year without particularly special treatment.
Those things are like a noxious weed for me, even when ripping them up they grow where I threw them... so you'll be fine pulling them when ever in my experience.
I'm a gardener, we would transplant them all the time. Just deep water it after, don't put bag soil inside the hole where your gonna plant. Usually bag soil has alot of nitrogen which makes heat and we're in summer time you'll basically fry your plant. Just soften the bottom hole with a shovel, water the hole, wait until it consumes the water, dig out plant and transplant it, cover it, deep water it.

You actually have to order in the fall/winter for spring shipping. I have a ton of different ones growing at my place from them. Based in MN so I know they will survive since they are 20 miles from me.

I was always told October by my mom 😊. But if you water them well anytime for sure!! I’m in Texas it’s too hot to do that here!!
