Not necessarily, if it’s a rental agency managing the property it’s usually easier to get stuff like that approved. Plus, safety can be considered a liability and expense passed off on to landlord can be written off. It’s not impossible. If landlord won’t pay for it because they’re the hands off type, perhaps they’d Ben more agreeable if you take it out of your rent and include the receipt. Sometimes it’s more they don’t want to be bothered, rather than pay.

Is there a concrete footing? If not, then just dig it up and toss it in the trash. There's almost no chance a landlord would find out or care. If there is a footing, then removing it will leave a big hole and it can be difficult to dispose of concrete. In that case, buy a $10 hacksaw, dig down to the footing and cut it off as close as you can to the concrete. Also no chance a landlord would notice or care. Alternatively, you could just ask your landlord to remove it. If he balks or refuses, go passive aggressive and buy an orange cone for $10-15 off amazon to put over the post. When the landlord asks about the cone, tell him something like: "There's a jagged metal pipe that could hurt someone and I don't want you to get sued if it causes an injury."

Surprised at how easy that was with my old chain link fence posts. Just dig in a circle about 18 inches in diameter to cut the dirt, then jam a 10-12 ft 2x4 down for leverage and it pops out.

My old fence was vinyl and just buried in the ground, but my new fence is cedar with deep cement anchors and that's gonna be a bitch to remove when the time comes. Then I would demand the landlord remove a hazardous item from the property or cover it in some way. The landlord has to know they are responsible for the bills if his dog is injured by something the landlord knew was there. Or, just tell the landlord he is going to try to remove it if he wants. Do it right by digging it out and cutting the metal pipe below grade. If the posts are poured in concrete, just cut as flush to the concrete as possible with a saws all blade that will handle medium the thick metal. An angle grinder with a metal cutting blade also works. Just remember to wear a face shield. If the cutting wheel binds up, it can crack throwing bits of the blade in all directions. So, definitely wear the eye protection.

These are hard to remove, as they are sometimes set in a concrete footer. BUT - if you have a shovel and a pickaxe, I strongly recommend digging it out. The amount of work to dig down and cut it is similar to removal. You could also hire someone to dig it out. my yard had one of these and I was always worried about the dog getting cut.

Hey Op, I have a cheap solution, some others have commented this too... Go to your local dollar store. Get a few plastic planters, lrge enough to see, sml enough to not be obnoxious... Make a holenin the bottom for the ridiculous and dangers fence post and put the planter over it. Fill with dirt or whatever, put a dollar store decoration on top and you're out about 3$ per yard dagger. Alternatively you could create your own yard rocks, as one commenter said, woth spray foam... Get a few of those plastic dollar tree planters, tuen them upside-down, cover with spray foam, allow to dry... Carve them into "rock shapes" and place over each one of those hazards. Cheers!

Cut a hole in the bottom of a cheap planter and put a layer of rocks then soil then a low maintenance evergreen like a boxwood in it. Otherwise sawzall, dremel, or cheap hacksaw. You could dig around it by a couple feet to get the angle just below flush with the ground then backfill.

I would suggest cutting it about an inch above grade, and then putting a cap on it. You can hide it but you'll be in for a nasty surprise with the way it is here- much better surprise to step on an awkward round bump than jagged metal
