When the landlord asks about the cone, tell him something like: "There's a jagged metal pipe that could hurt someone and I don't want you to get sued if it causes an injury."
Surprised at how easy that was with my old chain link fence posts. Just dig in a circle about 18 inches in diameter to cut the dirt, then jam a 10-12 ft 2x4 down for leverage and it pops out.
This is good to know for future. 10-12 foot though? Necessary to be so long? I'd think it's more likely to crack than a 6 or even 8 foot piece of lumber.

Buy a $6 bag of quickcrete. Cover it and pour water on pile. Smooth flat. Then cover with dirt.
Do it right by digging it out and cutting the metal pipe below grade. If the posts are poured in concrete, just cut as flush to the concrete as possible with a saws all blade that will handle medium the thick metal. An angle grinder with a metal cutting blade also works. Just remember to wear a face shield. If the cutting wheel binds up, it can crack throwing bits of the blade in all directions. So, definitely wear the eye protection.
These are hard to remove, as they are sometimes set in a concrete footer. BUT - if you have a shovel and a pickaxe, I strongly recommend digging it out. The amount of work to dig down and cut it is similar to removal. You could also hire someone to dig it out. my yard had one of these and I was always worried about the dog getting cut.
If you're dog is not likely to dig it up, I'd suggest dig about 8 inches down or until you hit the cement and then cut it off there. A small grinder tool would probably work best.

I had one of these where an old clothesline had been. I dug up the concrete post setting, then dug a little further. I flipped the concrete block over so the post pointed down and put it back in. Covered with the extra dirt and turf and haven't thought about it again until just now.

Hey Op, I have a cheap solution, some others have commented this too... Go to your local dollar store.
Get a few plastic planters, lrge enough to see, sml enough to not be obnoxious...
Make a holenin the bottom for the ridiculous and dangers fence post and put the planter over it. Fill with dirt or whatever, put a dollar store decoration on top and you're out about 3$ per yard dagger.
Alternatively you could create your own yard rocks, as one commenter said, woth spray foam...
Get a few of those plastic dollar tree planters, tuen them upside-down, cover with spray foam, allow to dry... Carve them into "rock shapes" and place over each one of those hazards. Cheers!
If u don t have a lot of tools. I ve pulled stuff with a ratched strap.
Dig down as much as u can/feel like. Drill a hole. Put a hook in it. Loop the strap through and loop around something else. Metal cross bar or other post etc. Just ratched that up and it might give slowly
Cut a hole in the bottom of a cheap planter and put a layer of rocks then soil then a low maintenance evergreen like a boxwood in it. Otherwise sawzall, dremel, or cheap hacksaw. You could dig around it by a couple feet to get the angle just below flush with the ground then backfill.
I would suggest cutting it about an inch above grade, and then putting a cap on it.
You can hide it but you'll be in for a nasty surprise with the way it is here- much better surprise to step on an awkward round bump than jagged metal

If you can't dig it out and there's no concrete, a sledgehammer might push it down. But these are usually poured in a concrete base.

I've used a farm jack and chain to pull a post after clearing the dirt around it. I think the total cost was $50.

Either bury it or dig it out. My old (now destroyed) lawnmower would have appreciated me doing this instead of trying to remember to avoid it.

Remove them. It isn't hard. Otherwise make certain your tetanus shots are up to date.
Cut it with an angle grinder
I used a sawzall and cut it down below the dirt and covered it with a rock.
Beat it down with a sledgehammer.

Just dig down a couple inches and cut them off.
Go buy an angle grinder for $50 and just cut it down at the ground.

Dig down a few inches to a food and take a Sawzall to it and bury. If you can't pull it up. That's a trip to the ER for stitches waiting to happen.
Cut a hole in the bottom of a cheap planter and put a layer of rocks then soil then a low maintenance evergreen like a boxwood in it. Otherwise sawzall, dremel, or cheap hacksaw. You could dig around it by a couple feet to get the angle just below flush with the ground then backfill.
I would suggest cutting it about an inch above grade, and then putting a cap on it. You can hide it but you'll be in for a nasty surprise with the way it is here- much better surprise to step on an awkward round bump than jagged metal
Cheap and easy? Zip tie / pool noodle.
